🏠 2026 Property Tax Deferral: April 15th Deadline

Oregon’s Property Tax Deferral for Disabled and Senior Homeowners allows the state to pay your county property taxes on your behalf. To secure your participation for the 2026-2027 tax year:

  • April 15, 2026 Deadline: This is the final date to file a timely application with your County Assessor. Late applications are accepted until December 1st but incur a significant late fee.

  • New 2026 Income Limit: The household income limit has increased to $70,000 for the 2025 calendar year. We notarize the residency affirmations and Medical Statements required if you have been away from your home for health-related reasons.

  • Real Market Value (RMV) Cap: Your home’s RMV must generally be below the county median, but the 2026 minimum cap has increased to $301,000, allowing more homeowners to qualify regardless of local medians.

  • Trust & Life Estates: Note that property held in an irrevocable trust is generally ineligible. We notarize the Certifications of Trust and deeds required to restructure ownership if you are moving property into a qualifying revocable trust.

🚗 Oregon DMV: Inheritance & Estate Transfers

While most Oregon vehicle transfers are "self-certified," certain legal situations require a notary's seal to be accepted by the ODOT DMV:

  • Inheritance Affidavit (Form 516): If a vehicle owner dies and the estate is not probated, all heirs must sign this form to award the vehicle to a new owner. All signatures must be notarized. We provide a multi-party RON session so heirs in different locations can sign simultaneously.

  • Bill of Sale (Out-of-State): If you are bringing a vehicle into Oregon from a "Notary State" (like MT or OK), the out-of-state title or bill of sale may require notarization to be valid for Oregon registration.

  • Lien Releases: If a previous security interest holder is being removed and the original title is lost, a notarized Lien Release may be required to clear the record for a new Title Application (Form 226).

The Oregon Public Universities (including UO, OSU, and PSU) follow the Oregon Residency Standards. To qualify for in-state tuition, you must prove a 12-month bona fide domicile:

  • Residence Information Affidavit: While some institutions have recently moved toward non-notarized digital uploads, many specialized residency cases (such as Parent/Custodian Affidavits for split-state families) still require a notarized statement of financial support.

  • 12-Month Rule: To be reclassified, you must have lived in Oregon for 12 consecutive months for a primary purpose other than education. We notarize the Lease Affidavits or Employment Verifications often needed to overcome the "educational purpose" presumption.

  • School District Enrollment: For K-12 students in districts like Portland Public (PPS) or Salem-Keizer, families in shared housing must provide a notarized Affidavit of Residence to prove they live within district boundaries.
