🏛️ Professional Legal Disclaimer & Compliance Standards

🛡️ Missouri Commission & National Jurisdiction: I am a professional Notary Public commissioned and bonded in the State of Missouri. While I serve clients across North Carolina, my physical and legal office is located in Missouri. I perform all Remote Online Notarizations (RON) under the authority of RSMo § 486.1115, which is legally recognized by the North Carolina Secretary of State and County Registers of Deeds through interstate reciprocity.

Interstate Recognition: North Carolina law explicitly recognizes notarial acts performed by out-of-state notaries public under N.C.G.S. § 10B-20 and N.C.G.S. § 47-2. These statutes mandate that acknowledgments or proofs taken by a notary of another state, using their official seal, are valid for recording and evidence in North Carolina as if performed by a North Carolina official.

Technology & Security: Our sessions are hosted on a secure, encrypted platform utilizing multi-factor identity proofing (KBA), credential analysis of government-issued IDs, and high-definition audio-video recording. These security measures align with the rigorous digital integrity standards set forth in the North Carolina Remote Electronic Notarization Act (N.C.G.S. § 10B-134.1 et seq.), ensuring your North Carolina records are verifiable and tamper-evident.

🏠 2026 Property Tax Relief: June 1st Deadline

North Carolina offers three major property tax relief programs for permanent residents. To secure your 2026 benefits, your application must be filed with your County Assessor by June 1, 2026:

  • Elderly or Disabled Exclusion (AV-9): For residents 65+ or those with total disability, this excludes the greater of $25,000 or 50% of your home's value. For 2026, the income limit is $38,800. We notarize the Form AV-9A (Physician’s Disability Certification) required for new disability claims.

  • Disabled Veteran Exclusion: This program excludes the first $45,000 of value for veterans with a service-connected disability. We notarize the supplemental ownership affidavits often required when property is held in a Family Trust.

  • Circuit Breaker Tax Deferment: If your income is below $58,200, you may qualify to "defer" a portion of your taxes. This requires an annual application by June 1st; we provide secure RON for the mandatory income and residency affirmations.

🏫 UNC System: Residency Determination Service (RDS)

To qualify for in-state tuition at UNC-Chapel Hill, NC State, UNCC, or other state institutions, students must use the centralized Residency Determination Service (RDS).

  • Residency Reclassification: For the Spring 2026 semester, the final deadline for reclassification is February 27, 2026 (45 days into the term). For Fall 2026, students should begin their RDS interview now.

  • Mandatory Notarized Proofs: If your residency is "Incomplete" or "Undetermined," RDS may require a notarized Affidavit of Intent or a Parental Tax Dependency Affidavit. We provide instant video notarization that meets NC's 2026 digital standards.

  • K-12 Enrollment: For districts like Wake County (WCPSS) or Charlotte-Mecklenburg (CMS), families in "Shared Housing" must submit a notarized Residency Affidavit to prove domicile within the district for the 2026–2027 school year.

⚖️ Statutory Authority: HB 388 & The 2026 Extension

Remote notarization in North Carolina is currently authorized through a hybrid legal framework, ensuring your digital documents are legally binding:

  • EVN Extension (July 1, 2026): House Bill 388 extended the authorization for "Emergency Video Notarization." This allows North Carolina notaries to perform acknowledgments and oaths via real-time video technology.

  • Identity Verification: In compliance with NC law, we utilize multi-factor authentication, including Credential Analysis of your ID and a secure video session. The notary must verify that you are physically located in the United States during the act.

  • Recording Requirements: Unlike some states, NC's emergency rules require the notary to confirm that the video technology allows for "live, real-time" interaction. We maintain these secure session records to protect the integrity of your real estate and legal filings.

📄 Common North Carolina Documents We Notarize

We handle a wide array of North Carolina administrative and personal documents:

  • Power of Attorney: Securely notarize durable or medical POAs for family members at Duke Health, UNC Medical Center, or Atrium Health.

  • Real Estate Deeds: Transferring property in Asheville, Raleigh, or Wilmington? We provide RON for Warranty Deeds and Quitclaim Deeds compatible with NC county e-recording systems.

  • Vehicle Title Transfers: Sold a car? Notarize your bill of sale and title paperwork for the NC DMV instantly from your phone.

  • Separation Agreements: We provide the private, secure video environment required for notarizing North Carolina Separation and Property Settlement Agreements.

⚠️ Mandatory Disclosure: > * Non-Attorney Status: I am not an attorney licensed to practice law in the State of North Carolina or Missouri. I am not allowed to draft legal records, give advice on legal matters, or accept fees for legal advice.

  • Verification Only: My notarial act certifies only the identity of the signer and the witnessing of the signature; it does not validate the truthfulness, accuracy, or legal effect of the underlying document.

  • Real Estate / Attorney State: North Carolina is an "Attorney State" for real estate closings. While out-of-state RON is recognized, many North Carolina lenders and title insurers require a North Carolina-licensed attorney to oversee the closing process and the "papering out" of electronic deeds.

  • Prohibited Documents: Per N.C.G.S. § 10B-134.3, remote notarization may not be used for certain documents, including self-proved wills and certain trust documents, unless specific exceptions apply.

  • Acceptance: Always confirm with your receiving agency (Lender, Closing Attorney, or Register of Deeds) that they accept out-of-state electronic notarizations for your specific transaction.
